Governor of Pennsylvania from 1861 to 1867; U.S. Minister to Russia from 1869 to 1872 and Congressman from Pennsylvania from 1881 to 1887. In 1863 he received the Silver Medal and freedom of The Union League House. PA Secretary of State under Governor Pollack, whose responsibilities included serving as Superintendent of Common Schools. Elected Governor in 1860 as a Republican. Strong supporter of Lincoln and the preservation of the Union. Pushed for creation of the Pennsylvania Reserves (volunteer militia formed in April 1861). Authorized creation of sytem of Soldiers' Orphans' Schools. |
