Summary |
Butler's address, delivered in New York City after his return from New Orleans, followed introductory remarks that defended his controversial administration there. As a Democrat fighting for the Union, Butler was persuasive in his arguments on how to defeat the Confederates, employ black troops, and generally uphold the Union. The text on the inside front and final cover contained "Extracts from the New York Times," Washington, Monday, April 13 and another dated London, Saturday, March 28, 1863, concerning British involvement in the War. In subsequent editions, this was replaced by "The Southern Confederacy Organized to Oppose Civilization" and comments by General Rosecrans, a Catholic convert, on Catholics and slavery. |

Minutebook 4/9, 16, 23/1863. The publication was urged by Stephen Colwell on the receipt of a revised copy from Butler. Although it was recommended for publication on 4/9, it was only accepted after three weeks of postponement, debate, and discussion. |
